Event/Activity EPM47 - Report on an Archaeological Desk-based Assessment of Land at Broad Street, The Point, Old Portsmouth

Desk-based assessment of the archaeology of land at Broad Street, The Point, Old Portsmouth, using documentary sources. The Extensive Urban Survey of Hampshire Historic Towns (EUSHHT) defines The Point as an Area of Limited Archaeological Importance (ALAI). The main focus of interest is on the Post-Medieval development of the area, but it is also noted that evidence of industrial activities that preceded residential development could also be encountered. Archaeological potential for the Prehistoric, Iron Age, Roman and Saxon periods is considered to be limited. A general 'background' level of remains in the Portsmouth area suggests the possibility of scattered finds, but there is unlikely to be any in situ evidence. The flucuation of the sea level since the last Ice Age, means that the shingle spit may have been a more attractive location when the sea level was lower. There is no evidence that the site was built on during the Medieval period. However, the excavations at Oyster Street provide evidence that land reclamation was being carried out around the camber at this date. Therefore, there is the possibility of finding waterlogged wooden structures from this period. The Post-Medieval period is likely to be the most significant, with the potential of encountering evidence of industrial activity and the development of housing on The Point. Recent development on the site has probably obliterated much of what could have survived. Modern disturbance seems to have been largely limited to the former Wightlink Marine Workshop and the street frontage of the southern plot. The car park may contain evidence of backyard structures and activities, as well as early land reclamation, but the archaeological potential is thought to be limited. The report concluded that although archaeological evaluation prior to development will be considered 'where a particulary significant impact is anticipated', this will depend on the nature and design of the proposed development. The most likely response is a watching brief - archaeological observation and recording during development. 2013/386
